Minutes of Board Meeting

October 11, 2000

 

Call to Order The regular meeting of the Board of Directors of Rolling Prairie Library System (RPLS) was held at the RPLS headquarters. Kay Summers called the meeting to order at 2:00 p.m.

Others Present Pat Norris, Illinois State Library; Vandella Brown, Illinois State Library; Tim Childers, Lincoln Library, Springfield; Paul Johnson, Beverly Obert, Robert Plotzke, Amanda Standerfer, Mike Szymkoski, Matt Wilkerson, and Peggy Durst of the RPLS staff.

 

Kay Summers told the Board that Hazel DeFore has had complications from surgery and has not been able to attend the meetings.

 

Minutes Gib Smart moved that the minutes of the September meeting be approved as presented. Bea Briggs seconded the motion. Ann Adkesson, Bea Briggs, Helen Flynn, Ellen Murray, Connie Poole, Gib Smart and Kay Summers voted "yes". Shirley Moore abstained. The motion passed.

 

Business Gib Smart gave an update on the health insurance. The policy became effective October 1. The policy has not yet been received.

 

Bids on a minivan were discussed in the Executive Committee meeting. The committee recommended that this purchase be delayed until the end of November when a State joint purchase contract will be available with perhaps a better price.

 

Gib Smart reported that the Finance Committee met with Wayne Lively, RPLS auditor. All Board members received a copy of the audit report. Wayne was very complimentary to the Business Department for improvements they have made in their procedures.

 

Gib Smart moved that the bills be approved as listed. Shirley Moore seconded the motion. The motion passed unanimously by roll call vote.

 

The $30,000 grant from Senator Noland is still in process.

 

Shirley Moore reported that the Personnel Committee met and began the review of the draft of the Personnel Policy Manual. They will meet again in November. When the committee is done with the revisions, it will be sent to the attorney for review before presentations to the Board.

 

Ann Adkesson reported that the Long Range Plan Committee met to discussion revisions to the plan. The committee hopes to obtain additional suggestions through Round Tables which Bob will be holding and from the Librarians Advisory Committee.

 

Ann also reported on the System Funding Steering Committee.

 

Bev Obert encouraged Board members to attend the System Membership Meeting on November 2.

 

The next Board meeting will be held at Barclay Public Library District, Warrensburg.

 

Paul Johnson said that the T-1 line from Illinois Century Network will be installed October 23. A Web2 interface has been distributed to DRA libraries with a public access interface to be used when the system is down.

 

ISL Consultant Pat Norris introduced Vandella Brown, new Manager of Illinet and OCLC services.

 

Pat thanked RPLS for its help with the Summit on the Unserved. There were approximately 100 participants.

 

Illinois State Library will host Chief Officers of State Library Agencies (COSLA) in October.

 

An ISL videoconference on filtering will be held on November 1.

 

Illinois Library System Presidents & Directors will meet via v-tel on November 8.

 

November 16 is Family Reading Night.

 

The Illinois Authors Fair will be November 17 & 18. Emphasis will be on authors of children’s books this year.

 

Public Libraries should be receiving their Per Capita Grant checks soon. School Library Per Capita Grant applications are due at the System by December 1 and at Illinois State Library on December 15.

 

Over 900 applications were received for the Collection Connection Grants.

 

The State Library received 138 proposals for LSTA grants. Announcements will be made by 10/31.

 

Report of the Bob Plotzke reported that the System had a booth at the Farm Progress Show. Bev Obert

Executive Director did a great job in organizing this project.

 

RPLS lapel pins were given to Board members. These will be distributed at the Membership Meeting.

 

Report from Board Shirley Moore reported that the Decatur Public Library Board has re-opened their search

Members for a Director. Karen Anderson will continue as Interim Director. The library will proceed with its plans for DRA membership.

 

Author Ben Mikelson will be at Barclay Public Library District in Warrensburg on October 13. He is appearing as part of an LSTA grant.

 

Warrensburg will also have author Carolyn DeLoach at their library October 25 at 7 pm.

 

Kay Summers thanked those who attended the retirement reception for Malinda Evans.
