Legal Opinions
ROLLING PRAIRIE LIBRARY SYSTEM
RPLS offers interpretation and assistance in understanding library
and other laws, which pertain to the legality of library service. When a
particular point or problem that affects the entire System needs further
explanation, a System staff member will contact the System legal counsel
for a written opinion, which is then distributed to appropriate
libraries. There are some limitations and restrictions on the use, which
can be made of this service, due primarily to funds available.
Questions between a library and its local government and pro forma
contracts, etc., remain the responsibility of the local library.
Although the System provides some service in obtaining legal opinions
that affect a broad range of libraries, this service cannot replace the
need of local libraries for direct access to legal advice and services
to serve their individual problems and concerns. Every library is
ultimately responsible for cases involving tax levy, litigation, etc.
and should assume the financial responsibilities for any legal problems
related only to their communities.
