02-273 LSTA GRANTS 2003: The Illinois State Library has just released the announcement about LSTA grants for FY 2003. You can find this information at http://cyberdriveillinois.com/library/isl/grants/FY2003lsta.html

The four grant categories are : "DREAM AGAIN--PROGRAMS", "LIGHTING YOUR OWN FIRE", "INVESTING IN LIBRARIANSHIP" and "OPPORTUNITY KNOCKS".

DREAM AGAIN--PROGRAMS, PROJECTS, SERVICES ($2,500 TO $150,000) - Due to the popularity of last year’s Dream grant offering, this grant is being offered for innovative programs that attempt to provide creative solutions to library programming, needed projects and library services. This grant offering challenges libraries to take some risks and enjoy the spirit of adventure by developing a new program, project or service for the library. This grant offering is the library’s opportunity to try a new service, a creative activity or a unique approach to library services. If a library wants to replicate an exemplary program, service or idea that has been successfully implemented elsewhere, but would be new to the public, school, special or academic library community, under this grant the library can do so. The application must support a programmatic plan.

LIGHTING YOUR OWN FIRE/FANNING YOUR FLAME ($500 TO $4,900) OR ($5,000 TO $50,000) - This grant builds on the Lighting the Fire grants awarded in 2001, continuing the benefit to ILLINET member libraries. The Illinois State Library FY2003 LSTA grant, Lighting Your Own Fire/Fanning Your Own Flame, offers libraries the opportunity to begin with ideas and/or projects awarded during the Lighting the Fire. Libraries have two options with this grant. If the library was awarded a Lighting the Fire grant, the library can develop it further, share it with one or more other libraries or replicate another Lighting the Fire grant. If the library was not involved with Lighting the Fire, or was not awarded a Lighting the Fire grant, the library can begin with a Lighting the Fire grant idea that would work for their library.

INVESTING IN LIBRARIANSHIP ($500 TO $4,900) - The Investing in Librarianship grant is intended to promote staff development in all types of libraries and among all types and levels of library staff. Programs may be designed to target a specific library skill (e.g., cataloging, weeding the collection, etc.) to foster a broader understanding of professional concerns (e.g. the implications of CIPA on libraries, intellectual freedom, etc.) or to plan a staff development day, including a variety of programs. Collaborative programs that target more than one library or one individual are encouraged. Any school, public, academic or special library is eligible to apply for this grant.

The purposes of this grant are: to expand professional knowledge, skills, and competencies; to promote greater understanding and achievement of library standards; to enhance awareness of critical library issues and trends; and to foster professional leadership skills.

OPPORTUNITY KNOCKS - NEW FOR 2(000) ($500 TO $2,000) - You have an idea for your library and you understand there are competitive grants available to carry out your plan. You are apprehensive about writing a grant because you have never done so. If this sounds familiar, the Opportunity Knocks mini-grant is perfect for you. If you have never written or applied for a Library Service and Technology Act (LSTA) grant or an Educate and Automate (E&A) grant from the Illinois State Library, you are eligible to apply on behalf of your library agency, branch or attendance center. (Receipt of a Public Library Per Capita Grant or a School Library Per Capita Grant does not apply to this offering.)

The intent of the Opportunity Knocks grant is to encourage those who have never written a grant to apply. This grant offering is designed to alleviate the apprehension of first time grant writers by easing you into the grant process with the help of a mentor, if you so choose, at any time during the grant process. The LSTA Grant Ambassadors have offered to act as mentors, volunteering their time to assist, advise and encourage only. Grant writing is the responsibility of the applicant. In addition to the LSTA Grant Ambassadors, regional library consultants will continue to serve as resources and to provide quality support to their member libraries.

02-274 LSTA GRANT HELP SESSION:  To help our members prepare grant applications we have scheduled a Grant Help session for Tuesday, September 10 from 1:30 - 4:30 pm in the small meeting room. You may call and make a set appointment for a specific time that day or just drop by. The phone number is 429-2586. Before you come you should have read the announcement, decided which grant offering you will apply for and drafted a few notes and ideas for what you would like to do.

If you can not come to the session, RPLS staff is available at other times to discuss your grant application. They can talk to you by phone, fax or email to talk with you about your ideas and to review your draft applications. Bev Obert at bevo@rpls.ws, Doris McKay at dorism@rpls.ws or by phone (217) 429-2586.

02-286 $4,000 NATIONAL LIBRARY WEEK GRANT AVAILABLE: U.S. libraries of all types are invited to apply for a $4,000 National Library Week Grant for the best library promotion/public awareness campaign during National Library Week (April 6-12, 2003) that promotes the role librarians play in the 21st century. The grant is sponsored by Scholastic Library Publishing and administered by the Public Awareness Committee of the American Library Association (ALA).

This year's application deadline is October 15, 2002. This is the first year that the Grolier Grant specifically will focus on the work of librarians. In doing so, the grant supports The Campaign for America's Libraries' goal of promoting librarianship as a profession and also ties into ALA President Mitch Freedman's year-long initiative, The Campaign for America's Librarians, which focuses on better salaries and pay equity.

An application form and guidelines are available at http://www.ala.org/pio/nlw/grolierapp.doc. They are also available from the ALA Public Information Office. Telephone: 800-545-2433, ext. 4020. E-mail: mhumphrey@ala.org.

The winner will be notified at the end of December and announced at the 2003 ALA Midwinter Meeting in Philadelphia. Information on last year's winner, the Omaha Public Library, and the winning application can be viewed at http://www.ala.org/@yourlibrary/pressreleases.cfm#omaha. For more information about The Campaign for America's Libraries, visit the campaign's Web site at http://www.ala.org/@yourlibrary.

02-287 YALSA GREAT BOOK GIVEAWAY: Each year the YALSA office receives approximately 1200 newly published books, videos, CD's and audio cassettes, materials that have been targeted primarily towards young adults. Publishers and producers submit copies for selection committees to review and nominate. After the ALA Midwinter Meeting (when committees select their annual lists), these materials need to be removed from the YALSA office to make room for the next year's publications.

The YALSA Board of Directors believes many libraries that serve young adults would benefit by receiving this collection of materials. YALSA and the cooperating publishers are therefore offering one year's worth of review materials as a contribution to a library in need through this application process.

For an application form go to  http://www.ala.org/yalsa/awards/gbgvi.pdf.

02-290 SCHOLARSHIPS FOR SCHOOL LIBRARIANS FOR ONLINE DEGREE PROGRAM: Thanks to an IMLS National Leadership Grant, Mansfield University in PA is offering thirty half-tuition scholarships for its Masters in program for school library certification. The degree program is the only online, regionally accredited library science program to prepare certified teachers for school librarianship.

The IMLS-funded scholarship especially targets students with diverse ethnic backgrounds; those who work in under-served, high-need communities; or students living too far from a graduate library science program to commute. The scholarship initiative is bringing national attention to the growing two-year-old online degree program. At the same time, it takes aim at a problem facing schools across the country--a critical shortage of school library media specialists--and it simultaneously addresses a further concern of the library profession: the challenge of recruiting librarians of diverse ethnic backgrounds.

ILLINET MEMBER LIBRARIES: If you have been unable to access the PDR using the new URL, please 'refresh" your Web page and try again. The PDR tech team has been working on addressing any access issues that may exist for ILLINET member libraries, and they believe the problem has been resolved. If you continue to have problems, please let me know at balexander@ilsos.net.

The new PDR URL is http://pdrel.thomsonhc.com.  If your library is like most ILLINET member libraries, you will be set by IP address/range. When you connect to the URL above, the screen will show a blue "PDR Electronic Library" box on the upper right. Click on it and it will take you directly to a search screen.

The Illinois State Library provides access at no charge to the PDR Electronic Library for all ILLINET academic, public, school and special member libraries. Those libraries already subscribed to the PDR should have received a mailing and an e-mail directly from the PDR about the URL change, along with a Quick Reference Card. The card is also available for downloading at http://www.micromedex.com/pdrlibrary

Libraries wishing access to the PDR through the Illinois State Library subscription can complete the attached form and e-mail it to Melissa Roehr at melissa.roehr@mdx.com.  It is not necessary to re-apply for the PDR once you have submitted an application form.

Micromedex is offering interactive online training for the PDR at http://www.micromedex.com/training.
