Learning Objectives: Learn about the types of policies that are required by law or which are advisable, along with the development of Library policies, available model policies, and various issues arising from policies.

Description: Attorney Phil Lenzini will discuss the types of policies that are required by law or which are advisable, along with the development of Library policies, available model policies, and various issues arising from policies. In the time available, the scope will include both patron policies or policies related to serving the public and also personnel policies or staff manuals. Audience questions are invited and desired to guide the topics into areas of most concern.

Phillip B. Lenzini is a Partner at Kavanagh, Scully, Sudow, White & Frederick, P.C. and has practiced law for over 25 years. One of the State’s leading practitioners in public law, he represents as General Counsel over 125 public libraries throughout the State of Illinois and six of the twelve regional Library Systems. In addition, he assists other types of local governments, including cities, school districts and park districts, and is an experienced appellate advocate. He is admitted to practice law in Illinois and the Federal Courts, including the U.S. Court of Appeals, Seventh Circuit, and the U.S. Supreme Court. He is also a member of the Appellate Lawyers Association of Illinois and is very active in the Illinois State Bar Association having served over 13 years in the Assembly of Delegates and on dozens of committees, section councils and task forces. He received his B.A. Magna Cum Laude from Southern Illinois University in 1972 and his J.D. in the charter class of Southern Illinois University School of Law in 1976. Mr. Lenzini is active in a number of community organizations, including the Children’s Home Association of Illinois, and has frequently presented at the Illinois State Library Institutes, the Illinois Library Association’s annual State Conventions, the Illinois Association of Park Districts State Convention and Annual Legal Symposia, and dozens of continuing education programs of nine Library Systems. He is a decorated Viet Nam veteran having been awarded two Bronze Stars, the Purple Heart and the Air Combat Medal among others. He is a published author on behalf of the Illinois State Bar Association, the Illinois Library Association, and the Illinois State Library on local government and public library topics..
